Set up the manager account

Creates a Neon Auth login only for the configured manager email. Public sign-up at /login/sign-up does not grant manager rights.

Set INITIAL_MANAGER_EMAIL in Netlify, then deploy again.

Owners register at create an account, then you link their Auth user id in Settings → Owner access.
